INFRA ARQUITETURA

Ação urbanística, normalmente de pouca visibilidade e máxima importância, o sistema de canalização e tratamento de esgotos do Programa Integrado Sócio Ambiental – PISA, da Prefeitura Municipal de Porto Alegre - PMPA, em andamento, dá sequência à outros que já há mais de trinta anos, com ações de saneamento e tratamento de efluentes na bacia hidrográfica do estuário Guaíba, envolvendo 40% do território do Rio Grande do Sul, Brasil,  além dos ganhos ambientais e sanitários evidentes, devolverão a curto prazo a balneabilidade do rio na capital, com expressivo impacto social. A etapa atual, composta de sistema de canalização robusta em sub-solo, paralela a margem, desde o Centro Histórico até o Bairro Cristal (7 Km), recebendo contribuições transversais, e subfluvial até a Estação de Tratamento de Efluentes - ETE,  no bairro Serraria, dispõe de diversas estações de bombeamento para pressurização da rede, sendo a EBE Cristal, que antecede o trecho subaquático, de aproximadamente 11 Km, a maior delas. O projeto arquitetônico desta estação, no entanto, além de resolver as exigências técnicas inerentes ao programa, objetivou também estruturar equipamento de uso coletivo, agregando espaços de eventos, exposições, belvedere público e idéia de recuperar expressão formal urbana de obras públicas desta natureza, nominada, por exemplo, pela Hidráulica do Moinhos de Vento em Porto Alegre. As salas gêmeas, uma no pavimento térreo, outra flutuando no nível superior, dão sequencia a exposição e informações sobre o programa de recuperação ambiental do Guaíba, onde a última imagem visível é o próprio através do mirante. A idéia de "infra-arquitetura" finalmente se materializa com sistema formal profundamente armado na solução estrutural da construção, onde as próprias chaminés de equilibrio ancoram os elementos metálicos em balanço, em franco diálogo com as tribunas de Fresnedo Siri, situadas ao lado, as quais o projeto presta tributo.
